Committee appointed by the Provincial Congress and empowered to command the South Carolina army and militia, contract debts, issue money, liquidate and pay accounts, and commission officers.

The first members of the council were Henry Laurens, Charles Cotesworth Pinckney, Rawlins Lowndes, Thomas Ferguson,Miles Brewton, Arthur Middleton, Thomas Heyward, Jr., Thomas Bee, John Huger, James Parson, William Henry Drayton, Benjamin Elliott, William Williamson.
